Schedule of Implementation

Initial steps which the Counties will accomplish to implement the Grand Parkway Program:

• Week of July 13, 2009 – A Draft Request for Qualifications will be issued for Industry Review.

 

• July 21, 2009 – The Counties will host an open invitation Industry Forum for organizations interested in participating in the Grand Parkway Program. The current status of the Grand Parkway Program will be described and an opportunity will be provided for comments and questions. All organizations interested in participating in the Grand Parkway Program are encouraged to attend this Industry Forum.

 

• July 22-24, 2009 – The Counties will conduct confidential one-on-one meetings with organizations interested in serving as the Master Developer for the Grand Parkway Program. The Master Developer will be the overall program development partner with the Counties. It will be responsible for organizing a financial vehicle to deliver the initial program segment(s) and will partner with the Counties to develop the overall segment implementation schedule. To be considered, Master Developers are expected to demonstrate the organizational and financial resources – as well as a proven record of success – to implement comparable P3 projects. Organizations who do not wish to serve as a Master Developer will have other opportunities to participate in the Grand Parkway Program but will not be afforded an opportunity for a one-on-one interview.

 

• September 25, 2009 – The Counties are obliged by the “Market Valuation Waiver Agreement” to assert Local Primacy no later than this date.

 

• About October, 2009 – A Request for Qualifications for a Master Developer will be issued if the Counties assert Local Primacy.
